CONSTRUCTION MANAGEMENT

      As Construction Manager, Current Enterprises is committed to the Owner's interests in making sure the project runs smoothly, on-time and within budget. Our Construction Management Services include:

Design Phase Project Management:

Design Phase Coordination

- Monitoring and working with the Architectural team to ensure completion of Construction Documents for the start of the project by assigned date. Attend and represent District at site meetings and coordinate meetings to facilitate the project, ensuring adherence to District program and facility design standards. The Construction Manager should work with the Architect and District in preparing time frames and up front schedules. The preparation and maintenance of the project schedule is the responsibility of the Construction Manager.

Constructability Review

- Provide Constructability Review of documents, coordinate and reconcile comments with the Architectural teams. Review the plans and specifications and assist the architect in identifying any problem areas prior to the release for bids. Reviewing the documents from the contractor's point of view before a misunderstanding occurs is always beneficial.

Value Engineering Review

- Coordinate the District's Value Engineering Review during the Design Development Phase of the project. Provide answers to budget concerns and offer alternative methods to reduce costs if so requested.

Cost Estimating Services

- Monitor each project and ensure compliance of the project with the District's project budget. Provide Cost Estimating Services for each project at Schematic Design, Design Development, and Construction Documents.

Scheduling Services

- Develop project schedules for Design and Construction Phases, meeting deadlines required by the District.

Bid and Award Phase Services

- Provide comprehensive Bid and Award Phase Services including: Coordination of document distribution to contractors or potential bidders from Architect and District; Bid Marketing; Job-Walks; coordination with bidding Contractors; managing Bid Process including Bid Opening and related tasks prior to award of contract; recommend award and coordinate all pre-construction tasks. Preparation of the various bid categories that the project will be broken down into is a very important part of the pre-construction work and will be determined how the bids will be received. Special conditions to these bid categories are also required to make certain that these categories encompass the project in its entirety.

      During the bidding process, our plan room (in our office) is made available to bidders who do not need to have a complete set of plans made available to them at their offices. This results in cost savings to the district in that fewer sets of bidding documents are required. If so requested, we will distribute the bid sets of plans and refund the deposits for those plans when they are returned. By doing this from our office in Redlands rather than establishing a field office at another site, there will be minimal cost to the District for this pre-construction phase of the project. Attending and assisting in the conducting of pre-construction conferences as well as generating and soliciting interest of as many bidders as possible are important parts of the Construction Manager's duties. The Construction Manager is responsible to get the lowest responsible bids available for the benefit of the District.

      The Construction Manager should receive and evaluate the bids and closely scrutinize the low bids for completeness and verification that all requirements have been satisfied. The bonds submitted by the low bidders need to be closely reviewed to insure their validity. A recommendation is then made to the District for award of the various categories of the work.

On-Site Construction Management:

Management for General Contractor

- Provide comprehensive Construction Phase services for project. Provide cost proposals reflecting General Contractor approaches and indicate preference and an associated range of costs for General Conditions where appropriate. Assume full project responsibility including management of all construction activities on the site.

Construction Phase

- During this phase, the field facilities are established and consist of office trailers, temporary power, construction water, telephone systems, chemical toilets, wash facilities, job-site signage, barricades, construction fences, and site lighting. The Construction Management field team consists of a full time Project Superintendent, Project Clerk and an "as needed" Project Manager. From time to time it will be necessary for the Construction Manager to provide job-site clean up. This will be provided on an as needed basis and will be billed against a clean-up budget established as part of the reimbursable general conditions. All submittals are reviewed and maintained at the field office by the Clerk and Project Manager. The Architect will be able to pick up and deliver the reviewed submittals at the field office while attending job meetings to keep mailing costs down.

      The Superintendent and the Project Manager orchestrate and oversee the work utilizing a Critical Path Schedule as the project progresses. The schedule is a tool used by this team however, from time to time, a deviation from the schedule may be advantageous. For this reason and because a project may be ahead of schedule, monthly schedule updates are required, to reflect the current position of the project. The Superintendent makes certain that the record drawings are maintained on a current basis. Submittal acquisition and processing are the responsibility of the Project Manager as well as the initial review of billing and requests for information (RFI's). In many instances, the Project Manager will be able to provide the information requested in the RFI. The Superintendent, who is on the project site full time, not only schedules the various trades and verifies that the specifications are being adhered to, he also acts as the quality control policeman. The Superintendent maintains a daily log of activities. Job-site safety, order and discipline are the responsibility of the Superintendent.

Concepts for Working as a Construction Manager

      As a Construction Manager, we assume the obligation of providing whatever assistance the team needs to bring the project to a successful resolution. The ability to manage and orchestrate the construction of the project is the most important role the Construction Manager will play in a project where the work has the potential to cause a major disruption to an ongoing program. A great deal of diplomacy and communication with the staff will be essential to make everyone involved as part of the team. A tremendous amount of thought and planning will be required during the pre-construction phase of the project with input from the staff will result in fewer unplanned disruptions. It is unlikely that all the problems will be foreseen, but the involvement of the staff in the pre-planning stages will result in a better relationship of all the team members. On a project such as this, the team must consist of the Owner, the Architect, the Construction Manager, the Maintenance Staff and the Principal.

      The preparation of budgetary information is provided by the Construction Manager along with the constructabilty reviews. During the pre-construction phase, the Construction Manager should provide the Architect with the necessary information requested to simplify the installation of the required equipment to be implemented into the project.

      After the design is finalized, but before the project is bid, the Construction Manager should prepare an estimate of values for the cost of the work. This process will entail the development of the various categories of work from which the owner will receive bids. A budgetary number for each category of the work will have to be developed.

      The fee charged by the Construction Manager will be based on the cost of construction. If any categories of work are contracted for, and are less than the estimate, the Owner adjusts the Construction Manager's contract amount to commensurate with the actual cost of the work in accordance with an attached fee schedule.
