Labor Compliance Programs must be approved by the Department of Industrial Relations (DIR) before their implementation and enforcement on a public works construction project. Current Enterprises, Inc. (CEI) presently has such a School District adopted LCP.
Current Enterprises, Inc. LCP Division encourages a team approach for the implementation and enforcement of the LCP, working in concert with the staff of the School District and contractor/subcontractor representatives to ensure the applicable legal requirements for both sides are met.
Current Enterprises, Inc. will provide the approved 3rd party labor compliance monitoring to actively initiate and enforce labor compliance on behalf of the School District that uses Prop 47 funds on their construction projects.
For the Worker: The foundation of our LCP is to ensure that correct prevailing wage amounts are paid in full to each worker on a public works construction project according to their appropriate level of trade.
For the Contractor: We assist in ensuring proper bid procedures and will facilitate a pre-job conference before the project commences to explain the process of the LCP and its benefits.
For the Awarding Agencies: We implement and enforce our LCP on behalf of the School District to comply with mandatory AB 1506 regulations for school construction projects in the State of California.
While the Current Enterprises, Inc. LCP Division's primary focus is on labor compliance implementation and enforcement, our staff (with bilingual capabilities) is familiar with State and federal laws and regulations, including the Labor Code, Public Contract Code, Apprenticeship Standards, California Code of Regulations and OSHA standards, all of which aid in their monitoring and enforcement duties.
Attract Qualified Bidders: When a comprehensive Labor Compliance Program (LCP) is initiated and enforced, it prevents underbidding by contractors who do not pay prevailing wages required by law for public works projects. School Districts, as the awarding bodies, benefit from receiving a higher number of qualified bidders.
Successful Contracts: The implementation and enforcement of a LCP enables better scrutiny of construction projects, which helps to ensure the terms of the contract with the awarding bodies' specifications by contractors involved with the project under contract.
Withholding Payment: With a LCP certified and approved by the DIR, an awarding body may withhold contract payments for certain violations of the labor code and collect penalties against a contractor when it is established through an investigation that there has been an underpayment of wages or when payroll records are delinquent or inadequate.

Christa Marasco, Labor Compliance Program Director
Christa has been involved in many areas of the construction industry for over seven years. Currently as LCP Director, she developed and oversees the DIR approved Labor Compliance Program to actively monitor and enforce an LCP on behalf of an awarding body with a public works project. She has been in charge of certified payroll compliance for both general and electrical contractors for over four years, her experience includes working with State, Federal and Local authorities within California. She is fluent in Spanish and holds a Bachelor of Arts Degree in Journalism from Azusa Pacific University. She is affiliated as a member of C.A.S.H., C.A.S.B.O. & The National Association of Women in Construction (NAWIC). Currently, she serves on the C.A.S.H. Board Working Group on Labor Compliance.
